Following graduation from law school, Mr. Theis served as a law clerk to the Honorable Howard C. Bratton of the United States District Court in New Mexico. He also served as an assistant attorney general for the state of Kansas and as an assistant United States attorney. Roger has engaged in private civil litigation and appellate practice in Wichita since 1981.

Mr. Theis served as co-counsel in litigation before the United States Supreme Court, resulting in the recovery of more than $50 million dollars for a class of military retirees.

He also headed litigation declaring a state statute unconstitutional under the commerce clause, which barred receipt of liquor licenses by non-residents.
